A 30% boost for grouping is like a 30% penalty for going solo. That leaves out a major dynamic of groups, which is slower gameplay. When solo, the only delays are what you wish to take. I think the "healz above all" players were more of a rarity than usual. Also, I think that CoH had buffs and debuffs that were too strong. Having a powerset with some powers that cause a 20% miss rate (additional to other misses) is fine... three such powers will stack to mitigate 50% of incoming hi...
