Also if a particular scenario is supposed to *not* be herdable that is ok too. Wandering bosses that have to be deleted with outside of the herd can make the scenarios more engaging and challenging.

There should not be a 'hard cap' for taunt. It should vary based on the team size. A small team, 2-4, should be around 17-20, similar to CoH. But, a larger team is going to face bigger groups, so the taunt limit should grow as the team does. IMO 35-40 should be the limit for a full team of 10. Not ...
