It always depended on build or theme for me. Flight and teleport tended to be theme driven; some characters were just born to fly and tp was unweildy but also so thematic. Just a quick thought on the mob composition slider. In CoH it always seemed more profitable to blow through masses of minions and lieutenants rather than fighting bosses. Presumably a mission instance is considered a seperate zone from the zone it's door is located in? And do we know what limit CoH had on it's zone instances?

Sorry i wasn't very clear (or clear at all reading it back). I was thinking what the game would look like without levelled enemies rather than without character levels. So the power progression for the player is what we are used to but the world around behaves like the raid mechanics being discussed...

As a thought experiment I'm wondering what the game would look like if this approach was taken to all enemies in the game rather than just in a specific event. Instead of mobs having levels they would be stronger or weaker based on the powers they had access to in much the same way as characters are...
