The level 50 has three reasons to do more damage than the level 1. One, they have loads more augments in the powers, potentially doubling the damage output of each power. They have better powers - powers from the top of a powerset will likely have higher base damages. But three, they have more power...

The Secret World had a level-less system which worked very well. Certain skills were required to win against certain enemies (like -regen on a fast-healing creature) so you were gated by ability rather than raw power, which I always considered a very elegant design. Good catch. I mentioned above having pets that simply act as a "secondary" control caster, rather than a damage source. I think the AI on that might be simpler too, having only one task. But there are other ways of achieving the same feel without having pets. I'd be happy with out pets on controller...
